IT Park (Apas, Lahug)
Higher endThe most popular expat hub. High-rise condos, 24/7 restaurants and cafes, walkable, good security. More expensive but very convenient. High concentration of BPO workers and international residents.
Cebu Business Park (Ayala area)
PremiumUpscale commercial and residential district. SM Seaside, Ayala Center nearby. Excellent for families. Among the safest areas in the city.
Banilad / Mabolo

Healthcare in Cebu
Cebu has the best healthcare infrastructure outside of Metro Manila. The major hospitals — Chong Hua Hospital, Cebu Doctors' University Hospital, and Vicente Sotto Memorial Medical Center (public) — handle most conditions including surgery and specialist care.
Private health insurance is essential. PhilHealth alone is not sufficient for foreigners, particularly for serious conditions, surgeries, or extended hospitalization. Budget ₱3,000–₱12,000/month depending on age and coverage level.
Dental care is excellent quality and very affordable by Western standards — expect ₱800–₱2,500 for a cleaning and check-up.
Expat Community
Cebu has one of the largest and most active expat communities in the Philippines. Significant populations from the USA, UK, Germany, Australia, South Korea, Japan, and China. The expat scene is more established and integrated than in other provinces.
Active Facebook groups (Expats in Cebu, Cebu Expats), regular meetups, and community events. Many expats also cluster around language schools, diving centers, and beach clubs on Mactan.
Cultural Tips for Cebu
Language: Bisaya, not Tagalog
Cebuanos speak Bisaya (Cebuano) as their first language. Most educated residents also speak Filipino and English, but learning even basic Bisaya greetings — Maayong buntag (good morning), Salamat (thank you) — is deeply appreciated and will open doors.
Fiesta Culture & Sinulog
Fiesta culture is deeply embedded in Cebu. The Sinulog Festival — held every third Sunday of January — drew over 5 million attendees in 2026, making it one of the largest religious and cultural festivals in Asia. Embrace it; don't complain about the noise.
Direct & Business-Minded
Cebuanos have a reputation for being more direct and commercially oriented than Manilenos. The pace of life is still relaxed, but the city has a strong entrepreneurial culture — don't mistake friendliness for a lack of business acumen.
Face-Saving (Hiya)
Face-saving is fundamental to Philippine social culture. Avoid public confrontation, never embarrass someone in front of others, and express disagreement indirectly. This applies equally in personal and professional settings.
Bayanihan — Community Spirit
Bayanihan (community spirit and mutual help) is real and present in Cebu. Your neighbors will likely assist you in ways that would seem unusual in the West — from helping you move in to looking after your home when you're away. Reciprocate. This goodwill is one of the most valuable parts of expat life in the Philippines.

Practical Setup Checklist for Cebu

- ✅ Bank account: BDO, BPI, and Security Bank most foreigner-friendly. Bring passport + visa documentation.
